Intercooler in trains? :-)

After being forced by CORONA to Europe I discovered that not only Mooneys getting upgraded with intercoolers. It seems to be popular at trains as well... Here the German ICE that have nearly the same top speed as my Mooney.

That is an ICE 1 (class 401) power car.

that scoop provides cooling air to the traction motor.

It looks like a static port below it.  Or is that for the relief tube?
