Typically it is the Bendix not moving forward to engage the flywheel. Some people use silicone on it. I have had good luck with a6epusur.jpg Sprayed it over the winter, no issues since.

As others have said, knowing what type of starter you have is important. If its a Presolite with a Bendix, the Bendix may be dirty and sticky, therefore spinning the starter but not the propeller. This can also be caused by low battery output.

Low battery output will cause other brands of starters problems as well.

Yes, and it is a painful story. It would just spin and would not engage and ended up being a bendix that was going out. It was Super Bowl Sunday last year and my family and I were 2 hrs flight time, 8 hrs drive time from home. Luckily that day we found someone with the silicone spray and got it to re-engage and got home. The local "old school" mechanic at my home field convinced me not to replace the starter. Instead saying to engage it after shutdown by a quick turn of the key and to spray silicon on it. It worked for three months doing that but I ended up stranding my family in Gordon, NE. It was a good growth exercise for my wife and I but I wouldn't recommend it. The starter was replaced with a new skytec and it is fantastic. Actually hot starts are better also.

...and I just replaced my 24 year old starter with an overhauled Hartzell (Prestolite) starter. Had the pleasure to see a Skytec starter in a Cessna 172 die next to my Mooney while I was discussing the replacement of my old failing Prestolite starter with my maintenance guy who was arguing against a Skytec.
Now with a new Concorde battery and the new "old school" starter I see no reason for a Skytec starter anymore... - my IO-360 now fires with the first blade!
If the "new" starter does the job for another 24 years again, I'm a happy man!
