So we had to cancel a couple flights this weekend.  Co-owner was going through checklist and the radio blower circuit breaker was popped.  He tried to reset the circuit and it popped again.  Flights yesterday and today were canceled.  We had 8-10 hrs scheduled and we're both really disappointed.

We're reasonably certain the issue is the motor.  I found a used unit here (and it's local!!!!): http://www.dfwairparts.com/Avionics-24/Other-Avionics/C4140070101-19A2790-Cessna-Aircraft-Avionics-Cooling-Fan-Assy.html  I know it says cessna, but it's the same part number as is in the Mooney parts diagram.  There's a couple listings for overhauled units, but I suppose I'd prefer an overhauled unit and sending back a core (if it applies).

If the list price on a new units is $700, what should I expect to pay for an overhauled part after returning the core? $300?  Any problem going with a used part for the radio blower?

I put a used Troll FN-300 in our 1977 J for 100$.  FN-200 would be more than  enough.  New is aroud 250$~~.    It blows like a hurricane.

The radio blower is practically useless even when is working. Your best option is to point the air nozzle vent on the right side (just below the panel) to the bottom end of the radio stack. You will notice the difference by just touching the front panel of the radios in the stack, they will be cooler than before. After I did this all my temp related problems were gone.

If I'm not mistaken, the Garmin radios really need one!  If it is INOP then I would run only one Garmin and hope that it breathes well enough while flying it to an avionics shop to get a good fan installed.  I have an Ameriking something-or-other in my plane:
