My mechanic removed the panel because there was also a leak at the edge of the access panel.  

I guess he will clean all the panel screw holes, put new tank sealant in all the screw holes and then reinstall the panel using access panel sealant.

Paint stripper is really the only thing that works , figure on spending about 40 to 50 hours per side , The first coat removes the most , paint it on with a paint brush and let it sit a day . buy the .99 cent PLASTIC spatulas from home depot , after the 5th coat removes almost nothing , get a 3500 psi pressure washer to clean out the old stripper  ....   Then buy bladders , because you just wasted two weeks of your life......
