How do you know it's off 6 degrees? VOT check? Comparison with another VOR? Remember that VOR radials ate only calibrated periodically, sometimes many years apart. If you are comparing it with, for example, a GPS course, some of it could be old VOR declination. IOW, it could be the VOR and not your receiver.

The FCC is usually only concerned about things that transmit and managing the radiation characteristics of such devices. Outside of warranty limitations I think an A&P can fix anything that doesn't affect transmit power (radiation) characteristics, in which case a GROL FCC license is required (which isn't that hard to get).

I can't say if it's transmission only but I thought only FCC (GROL) licensed tech were able to do repair/adjustments on our radios. Looking at the FCC site, it just mentions GROL license and what one needs to do to obtain one... -Don

According to him an A&P can go as deep into the radio as desired as long as it doesn't affect transmit characteristics. This is consistent with my understanding of FCC regs/practices from being a wireless comm engineer for several decades. The FCC regulates EM radiation, and really doesn't care much what you do with receivers. Flight instruments can't be maintained by an A&P; only an instrument shop can open instruments. That said, I don't think adjusting a CDI OBS requires opening an "instrument", but I could be wrong about that. It certainly does not affect transmit characteristics of any radio. 2
