I guess I wouldn’t think of it as a significant issue.  Maybe $2k-3k to purchase and install.  Flyable in the meantime.  I’d be more worried about other things on a prebuy.  I think if you’re nickle and diming someone about adsb on a ~$50k non turbo airplane you may be missing the bigger picture - engine, corrosion, etc.

Now if you need 1090ES, that could definitely run more and be more significant.

You’ll have trouble flying IFR on the west coast and staying below 10000’. And you’re not flying to Mooney Summit next year without ADSB. It’s possible to do without it, but it may limit your options.

Any seller after 1/20 should just slap a tail beacon on and call it good.  They’re going to miss a bunch of folks as potential buyers without some sort of ASSb out.  The beacon has resale value and let’s the buyer know that that seller is at least keeping up with the Jones’s in some respect - allows the buyer to fly it anywhere and they can still carry out their dream method of compliance.
