I am just preparing my mooney for annual inspection. There is a little Oil on top of the McCauley D20893-5 Governor at the screw. Please have a look at the picture. The red marking shows the screw where is a oil when you are looking from the top. I have no idea if it is only a plug or something else for adjustment. Maybe it is possible to just thighten the screw?

What do you guys recommend?

call the prop shop that did the prior work as you will need at least the o-ring - it’s not intended to go on very tight but they’ll be able to tell you the torque. tightening it further isn’t likely to fix it my experience - besides it’s a combination of the top plug and nut at the base.

That is the pressure relief valve for the governor.  This can be done in the field as long as you don’t loose track of the number of turns on the screw.
A new O ring and in some cases of Teflon tape on the thread should seal it up.
