Fairly obfuscated.

Nowhere does the AC define an EFB as an application running on a PED.  It may possibly be inferred.

10.1.3. Not connected with or receiving data from any aircraft system.

That's a silly thing to say.  Almost every application available has connectedness - wifi or bluetooth - to receive ADS-B traffic, FIS, flight plan exchange.

Right, I get updates from my GNC to ForeFlight when I make changes in the GNC - AC is clear as mud there…

This may be problematic for some.  Especially 2 and 3:

10.1 Portable EFBs. These are:
    1. Not dependent upon a dedicated aircraft power source
       or input from navigation equipment to provide display
       functionality, although they may connect to aircraft
       power through a certificated power source;
    2. Not attached to an aircraft mounting device; and
    3. Not connected with or receiving data from any aircraft
       system

I don’t think Wesley has flown an airplane in his life let alone use an EFB. What an unbelievable waste of taxpayer money.

The fact that there are two different definitions for installed vs portable with completely contradictory requirements is actually hilarious.
