flaking plastic around windshield

So, I found the STC papers and sometime in the 90's mod works inc put in thicker glass, so as many suggested I assume that part is their doing.

I'd check the logbooks to see of Modworks installed the windshield.  As was mentioned earlier, they used bondo like prodcuts extensively around the windshield.

Ask your local mechanic what his thoughts are.

They usually can figure out what needs to be done.

A similar example can be found with fiberglass cowlings that go to the local corvette shop for maintenance.

Your mechanic oversees the automotive guy's work...
