I have to pull pretty hard on mine.  If mine is all the way up it gives a stream.  If not all the way up is just drips a few drops. 

 

Assuming the fuel selector is on.

If after pulling it up to its stop still only produces a few drops, have your A&P check it out. You don't want to mess around with a faulty fuel selector.

I've also had a problem with mine dripping after pushing it back down.  After taking it apart and getting the dried gunk off it seals fine now.

Have you favorite mechanic take a look at it to see what has collected beneath the screen. Gunk or rust bits.

Has it been stored. Outside?

As I recall, there is a small O-ring on the end of the plunger.  I would be suspicious that the O-ring is bad.  It is not sealing when released and it is obstructing flow when pulled.

 

Good news:  simple, simple, simple to replace.  The toughest part is like so many Mooney repairs....getting access.
