Time to start calling your congressmen. See article below. If this goes through, user fees will be right behind. If they separate Air Traffic from the FAA there will be a lot of unintended consequences.

Rep. Shuster Outlines Plan To Separate ATO From FAA

Bill Shuster (R-Pa.), chairman of the House Transportation and Infrastructure Committee, this week outlined his plans to separate the Air Traffic Organization from FAA by creating a "federally chartered, fully independent, not-for-profit corporation." The plan is expected to be the cornerstone of the committee's FAA reauthorization bill.

The U.S. aviation system is at a crossroads, Shuster said, and warned that continuing on the current course would lead to failure. "What we need is a U.S. aviation system that's built for the future. And we need to move forward now."

Shuster said that his plan would save taxpayers billions of dollars annually and put an end to "wasting billions more on failed modernization efforts." He noted, "In the last 20 years, 50 countries around the world have successfully separated out their ATC service. In virtually every place this has been done, safety levels have been maintained or improved, ATC systems have been modernized, service has been improved, and costs have been generally reduced."

Shuster said that he will introduce his FAA reauthorization bill later this month and have the committee consider it promptly. He predicted that the bill could reach the House floor in July before lawmakers adjourn for the annual August recess.

Shuster did not state how his ATC reform proposal would impact funding for airport infrastructure projects. AAAE and ACI-NA have urged Congress to modernize the PFC cap and protect AIP funding in the next FAA bill. The two associations also have stressed that any financing proposal that calls for eliminating aviation excise taxes should retain a dedicated trust fund for airport infrastructure projects.

Costs have been reduced. Haha. I'm going to take we will keep the fuel tax and tack on fees on top. I'm sure FAA will then spend the extra money on more people to review STC applications, not on more attorneys ;-)

In virtually all of those example countries, GA does not exist either.

I concur with Byron's comments. GA's service level in Canada is nowhere near what we can see in USA. The canadian government just passed new laws to force local government (municipal, provincial) compliance when establishing or maintaining an airfield. This virtually kills the ability for land owners to establish an airstrip and renders very difficult the creation of new airports. Nowadays, house/land owners surrounding lands that potentially could become airfield will voice their unwillingness to accept flyovers, noise caused by air traffic. It is the "not in my back yard" syndrome at its best. We had manifestations about this in my province.

Some of these people air tavel right? Where do they think the American Airlines pilot strarted to learn flying?

Navcanada is not doing a bad job however I still feel cheated when I pay the yearly fee since I already pay tax on the fuel.

We have an annual ATC fee here in Canada as well, the one Yves mentioned is $68 Canadian for a small GA aircraft. I'm sure it's not the cause of the decline in aviation. High cost of getting a licence and then flight school rental policies after that have a greater effect.

You don't?  So how do you think this new nonprofit corporation will fund itself?

 

Do a little research on Rep Shuster.  He has personal ties to the airline industry's top lobbyists.  This is just another run at user fees.

Canada does not count as an example for anything. You guys are exceptional as in you're capable of governing in somewhat of a functional, cohesive fashion and apply changes as needed, big and small (mostly). USA is not really capable of doing that anymore, so at best, we can hope that nothing changes because it will be for the worse.

I not understand why the airlines would want privatized ATC? What benefit do they think would come from it? If anything they should be the biggest objectors.

Simple answer; they have a customer who will eventually foot the bill. Interestingly Shuster sponsored a bill to allow airlines to show separate from the air fare the governmenatl taxes to their customers.

Transparent Airfares Act of 2014 (H.R. 4156; 113th Congress) – Shuster introduced this bill on March 6, 2014.The bill would change government regulations about how airlines advertise fares so that they could advertise the base fare and separately list the government imposed taxes and fees.

While some of this document is still valid, it is grossly outdated. At a time when airlines are now recording record profits, this document talks of a $5 billion government bailout and $10 billion guarantee program. Boy how times have changed.

Canada is a notable exception but, having been stung with a 50$ annual fee for one segment between PTK and CYGK, then the lack fuel (for 7$/gal) and lack of tie down ropes at CYGK no wonder GA is a rarity there. Its just too expensive.  Everywhere else, such as Europe is worse off.  75$ per landing, paid at each landing. then the 10$ avgas.  All the others basically have no GA at all. Corporate jets maybe, but no piston airplanes.

What a mess America has become! Everything that was good and wholesome is being called evil, and what is evil, perverteded and shameful is now being called "good." Criminals are now victims, terrorists are now our buddies, police officers are targeted and murdered because police and law and order is bad, but hundreds illegal immigrants who are murderers are set free by our President, but citizens should not be allowed to have guns, those who,won't work, leaches and parasites, are people who "haven't had the same opportunities," those who excell and pay big tax bills are evil greedy? And unskilled untrained workers with no motivation should make $15 an hour. Christians are deemed hateful and bigoted and should be oppressed, Muslims are peaceful and never to be offended or spoken ill of ... Anyone who doesn't agree is racist ... but our President, First Lady and Al Sharpton, they're not racist And this is all George Bush's fault? ... I have lost hope for America. If only I could be brave like Catlyn!

I wonder how much our user fees will be! I wonder how much they TELL US they will be? and what they will really turn out to be? And I wonder how much they'll be raised after the first year? That could never happen right ... just look at AHA ...

 

I've always contended that fees will find their way into the system eventually, but since the Feds move so slowly, I don't see anything being implemented for many, many years to come.

For the record I think I agree with Byron's assertion, that countries this happened have reduced suppressed, less free, less active, stagnant general aviation. Although several factors do come to play ... it's one more log (not a straw) on the camels back.

Mark the date. I agree with Byron on something!

 

While I can't disagree, I would also like to know just how active GA was in those countries prior to fees, restrictions et al. Europe has never been known as a bastion for general aviation, even back in the 60's and 70's

In all negotiations, you first have to get everyone to come to the table, or under, I guess…I always felt mooney's cockpit is not conducive to negotiations, saratoga maybe, not mooney, though…I miss high school and that bench front seat in my Chevy Lumina...

Which is why Donald Trump has my vote! If Mexico doesn't pay for and build a border fence on its own, he's going to sock them with a 35% tariff on all cars imported back into the US (skirting NAFTA regs in the process). Go Donald!

This is one job I think the government should do. I do not favor ATC Privatization.
