Anyone know what purpose the screws serve on the wing walk area outside of the access panel?

In this picture I circled where the oval access panel is. And circled the screw in question in blue. There a couple of screws outside of this panel.

On the second picture the blue arrow points to the screw. The reason we are asking is that before we have a non-Mooney mechanic reseal the screw, we want to know what is attached to it. If anything.

They are for the reinforcement panel under the wing walk. If you take apart the tank it will be very clear.

if you remove the screws and put some sealant on them and put them back in it will probably stop the leak.

When you remove those screws try not to push down on them after you break them loose, you could break the sealant bond between the cover or angle and the skin. After you remove the screws you need to clean the sealant out of the nutplates with a small drill bit that you spin on your fingers. Do this until you see shiny metal at the bottom of the nut plate. If you don't do this you  could push the bottoms of the nutplates off when you tighten the screws.

Thanks for the quick response on this. The recommendation was to remove the screws and put sealant on them but the concern was if there was something attached to it.

Every Mooney I've had when I bought it leaked from one of those two screws. Putting in the right size screw with this on it has fixed it every time: http://www.aircraftspruce.com/catalog/eppages/permatexprod4.php?clickkey=288791

It is slow drying especially this time of the year. I've let it dry and cure usually for a week and then used this for wing walk: http://www.kofflersales.com/p/anti-slip-abrasive-tape.asp?cid=23

I order the KSC regular grip by the foot, 24" wide. You can do the wing walk for about $50 shipped.  It turns out great.

Consider the source...

This looks like some form of a set-up!

The 24 year F owner, has found a J suffering from personnel support issues.

Some large scale piece of humor is coming this, I just know it. :)

I do like the color matching wing walk materials.

Great photo exposé, M201MKT!  Not everyone knows about the girder under there.

Understand. I'm sure I have the trusses as well and that there are screws, I was puzzled to think you had leaking at screws with bladders.
