For me, max crosswind is whatever x wind leaves me enough rudder to get the nose strait-ish.  The wind recorded by the weather station and the wind you are flying in at the flare are often very different, and only the latter is meaningful.

Surface friction slows the wind speed near the ground. I believe the standard anemometer height is 10 meters. This is why it’s often possible land in reported crosswinds well above 11 kts. However, I find that if I’m near the limit of rudder control, gusts and mechanical turbulence are the biggest risk.
