A non legal way would be to reuse old 121.5 antenna ..if it is quarter wave it is close to being a full wave resonate at 406 MHz.Using an appropriate loading coil (Balun) installed at the BNC connector accessible inside fuselage as an antenna tuner should give acceptable results.Note no IA would ever sign this off ..just a Amateur extra musing
