Yes, you need a regulated power supply and a load to simulate the field. Put an ampmeter in the field circuit, or just monitor the supply current.

As you vary the supply around the set point voltage, you should see the field current increase as the supply goes above the set point and go to zero when the supply goes below the set point. 

Test the overvoltage relay by increasing the supply above the trip point (16 or 32 volts). The field current should go to zero and stay there until the supply is removed.

Be sure to tap it with something like a screwdriver handle while testing it to simulate vibration to make sure it is not affected by vibration.
