This is a standard requirement for a ferry permit. I needed one when I was out of annual and planned to fly to my shop for the inspection. Quote

The FBO ran the airport and the maintenance, fuel farm, etc. They got in quite a stink with somebody and they had to paint an area out on the ramp where work could be done by outside contractors. Absolute BS if you ask me. This is supposedly the only airport in the state that had empty hangar spaces, I wonder why. I wouldn't worry about getting caught. Most of the admin people are too stupid and lazy to leave the comforts of the office and ADS is huge. Quote
