What do you think about this remedy? If I have one more turn on the stop to get the strobe tach to reach 2700, should I adjust the stop there and go with a static 26XX  during run-up and 2650 in climb-out with the analog rpm gauge; knowing the true rpm is 2700? Or adjust the control arm one turn clockwise and adjust the stop accordingly to get the airplane's gauge to read somewhat correctly?

You certainly could do that to gain the adjustment you need. Although 20 RPM is not a big difference in horsepower.
