So Brett, I am assuming that mcpilot is not ADS-B out and that is the reason he shows up as an unidentified target with just the altitude difference between you and him. Correct?

I thought with your out capability, ATC would have him in the system since it looks like he went IFR. Why didn't his information show up? N number, speed, etc.

He was VFR. (6500')

If I were to tap on his target I would get the flight information (speed, distance from me, direction, etc.)  However, I wouldn't get his N number.
