Can someone please put into English this new proposal the FAA has come up with to make our lives better?

I only give about 2 FR per year and an occasional complex endorsement.  Will I still be able to do this and keep my SEMEII just doing the American Flyers biannual test?

Yes, If you are referring to taking their FIRC. They’re adding more ways of qualifying based on experience.
But easiest I know of is doing a min of 5 Wings based Flight reviews to get 15 endorsed wings flight activities. I just renewed a week ago with over 86 endorsed wings flight activities.

The only thing the proposed change does for guys like you and me who stay current through FIRC is take away the expiration date on your instructor certificate. You’ll still need to do the paperwork you do now (or that American Flyers does for you) after your FIRC every two years.

There are other changes, like a 3 month grace period for those who don’t get their renewal done on time, but the answer to your question is you would just keep doing what you’ve always done, but not have to carry a temporary paper certificate while waiting for the new plastic certificate to arrive in the mail.

Yes.

The proposed rule does only two things.

  1. it removes the need to produce a new plastic certificate every two years. 24 month currency rather than expiration.
  2. it increases the available options for renewal.
