Let me start the guessing…

1) Notice the square hole…? :)

2) I bet the bracket with a single screw holding it  in place…

3) Rotate the bracket, to cover the hole… see if that answers any questions… or brings up more…?

4) Then take a pic of what is hiding down the square hole… 

5) Kinda looks like and odd cover for the hole…

Soooo… with a pair of them…

It’s time to invite @M20Doc… (funky covers over square holes below the center stack)

Now I have to go see if I have them too… :)

I have the hot air that flows out the front….

I don’t know how the hot air gets there… contained in a hose, or free flowing in the empty volume…

On my airplane there's not a lot of air that comes out of them, but it does seem to be sufficient to keep my feet warm when it's open.

There is an air mixing box behind the panel there; I don't have mine covered so it's visible. 

There are ports that dump air at your feet, and also send to the cabin.

Wait. What is this? My feet get pretty cold as well at altitude. You're saying there is a potential vent down there somewhere on J models too? :D

I have them on the F.   Will cook your feet.

I have a 1984 J and took a picture of this same spot on my. You can see that it has an eyeball vent in that spot.

I believe the op's picture is from the center pedestal. Not from the airframe side.
