Parking Brake DOES work

It wasn't really steep, just a long slow incline.  I would imagine the brakes are a hydraulic line lock of some sort.  The lamp post is still bent.  I looked for the picture I took but can't find it.

I never used them, is there a chance of failure resulting in the brakes staying locked up and grounding the plane?

I suppose there's a possibility.  But even if a cable seized or broke it should not be very difficult to open the valve to relieve hydraulic pressure. Attached dwg shows brake schematic: #39 is the valve in the hydraulic line, #57 is the knob that closes/opens the valve.
