Just curious for resale purposes, I will be selling my GTX 327 soon on eBay and although I don't have to send it in for an 8130 I'm curious, so I can advertise correctly, what needs to be done to get an 8130 in case the buyer wants one. Or can any Garmin authorized avionics shop issue an 8130 for used Garmin avionics?

Another option to give a potential buyer a good feeling about it is ask the shop removing it to perform a normal cert test on just the transponder and give you the logbook sticker with current date. This should be around $70.

I was just corrected today by the A&P who supplied me with the above information. During a visit by the FAA today he asked about who can issue 8130s and apparently only a repair station or the OEM can issue them. And that came from the FAA's mouth.

It's been several years since I worked in a repair station and it may have changed since then.  The answer depends on if you want the left or right side of the 8130 signed.  One side, I don't remember which can be signed by a repair station saying the part is airworthy.  The other side can only be signed by a DAR and is essentially a certificate of conformity that is used mainly for export.  I don't believe an 8130 signed by a repair station is valid overseas.  It would require a DAR signature. 

We maintained a couple of employees who had a DAR just to sign them.  One time for a few weeks we had to get a contract DAR to come in and sign them. His fee was $150 per signature.
