He is the one who told me to take out the screws. I didn’t let the plate raise up. Are we talking the same governator?

Sounds like a McCauley from the description. Can’t explain the difference in instructions. :)

Mine is a McCauley. I was told to remove the six screws on the top and re-clock the top plate one screw hole if I didn’t have enough adjustment range. The change was effective and I was able to get 2700 RPM after the change. The problem was it leaked after I changed it. I sent it back so he could fix the leak. I offered to pay for the reseal, but he insisted on doing it under warrantee. It works perfect now.

For full disclosure, it's not that the governor wouldn't make 2700. the shaft from the control cable was hitting the center shaft boss before the arm would swing enough to make 2700.
