NO.. I believe it would be exact replacement for a J.  There is a KIIT to fit an E. Not cheap.  A good A&P would have to make some fuel lines and bracket.

It looks just like the one I pulled from my salvage J.  The bracket consists of a couple pieces of bent sheet metal riveted to a plate, which is riveted to the floor.  Two straps hold the pump to the bracket.  I think my '77 has a Dukes, but I'll put the Weldon in when the time comes.

I think there is a new model of the Weldon that is a drop in replacement for the Dukes: no kit required. The kit is ridiculous, the list price was $2,834.08 in October of 2012 (included the 8163a pump). And if you were crazy enough to want one, at that time one was not available anyway. Since there is now apparently a drop in Weldon, I would be surprised if anyone buys a kit...

Right Steve... That's what I put in my 65 E was the new Weldon (p/N in separate thread in Vintage forum), continuous duty, pump.  Now I have the old Dukes for sale on separate listing if someone wants it.
