I feel like this is a dumb question and google is letting me down so I'm going to ask publicly. 

 

What is "nonparticipating aircraft", is that what you become after "radar services terminated"? Context below:

 

Using agencies and pilots operating in such MOAs should be aware that nonparticipating aircraft may legally operate IFR or VFR without an ATC clearance in these MOAs.

@Tim-37419 "MOAs are established to contain nonhazardous, military flight activities including, but not limited to, air combat maneuvers, air intercepts, low altitude tactics, etc."   So nonparticipating aircraft would the aircraft that aren't military.  VFR and IFR civilian aircraft would be nonparticipating.

Non-participating aircraft are those not in contact and identified by the controlling ATC facility.

Anytime I have been IFR, I have been vectored clear of active MOAs.
