Once you get the panel out, it is a simple process, less than 2 days to final paint.  Leave a good long time for the paint to completely cure/dry before reinstallation.  A good week in warm temperatures should do it, or powder coat and it'll be ready in a couple of days.

You could argue that this is a simple interior refurbishment which is allowed for an owner.  Removal of the panel is more of a stretch, since FAR 43 doesn't allow an owner to perform complex operations.  If you have an A&P buddy who could help if you ran into problems, I'd go for it if you have the mechanical ability.
