I think there is some confusion going on here. A yellow tag indicates a remanufactured/repaired cylinder. A new Titan cylinder from ECI does not require a yellow tag. A yellow tag by definition is a servicable parts tag, which means its been inspected and or repaired to an airworthy condition. A new part or overhauled part comes with an airworthy release form 8130-3. ECI does not offer a new angle valve cylinder, unless they have added it in the last couple months. As a side note I got the latest and greatest EAD in the mail today for "titan" cylinders from ECI.
