I spoke with an engineer at Hartzell this afternoon about the new 2009-22-03 AD on prop hubs.


He told me that the new AD supercedes the old one and that it essentially eliminates the annual eddy current inspection and just leaves the 100 hour presumably to allow any affected hangar queens to rest longer.


I told him that my propeller was coming due in five hours and he said that since the AD became effective November 12th, I have 50 hours before I need to comply with the new AD and the old hour accumulation was lost with the supercession of the old AD.


He also said that a hub that had been recently eddy-current tested (prior to the November 12th date) only had 50 hours before it had to be tested again because there is no language in the AD that says otherwise and every hub must comply with the "be tested within 50 hours" of the effective date.

I have a different reading of the 2009-22-03 AD than the prior poster.    I do not think this AD resets the clock on propellers which have had ECI inspections prior to the effective date of  AD 2009-22-03.


On page 11 AD 2009-22-03 reads


Compliance
(h) You are responsible for having the actions required by this AD performed within the
compliance times specified unless the actions have already been done.


I believe that the last few words of that section are key -- "unless the actions have already been done" -- that the 50 hour clock does not start anew if you have already done ECI.   


My prop, for example, had an ECI about 15 operating hours ago, and before November 12, and so it still has to be inspected per language on page 12 of AD 2009-22-03:


(m) Within every 100 operating hours TIS after the last propeller hub ECI, perform repetitive
ECIs of the front cylinder half of the propeller hub for cracks.


so I will have to, as was true before, get another ECI performed on the prop after another 85 hours operation.   I don't believe the AD requires my prop to be inspected again in 35 hours TIS.   Under this new AD, the next inspection is only required after 100 hours service, NOT 100 hours OR 12 months, as it was under the prior AD, so this AD provides some relief to those who fly fewer than 100 hours annually.

I'm new to this forum and am considering buying a used Mooney M20 B,C, E, or (F?).  I had a '66 M20E 10 years ago and really liked it.


It seems that the Prop AD is (still is) a serious problem.    I would absolutely NOT consider piddling with recurrent ECI tests every year (or 100 hrs).  If I bought a plane with the affected Hartzell prop, I would just go ahead and buy a new one.  My question is what is the best, most permanent prop upgrade to eliminate the threat of this kind of AD?


I am ready to buy, but need to resolve this issue first.

I spent $9000 Canadian on the new Top prop 2 blade conversion. That included hub, prop, spinner and installation.


No More AD for me.

I am in the process of purchasing an M20-C. Along with the plane comes a new hub to replace the one on the plane. What would be a good estimate of the costs of the work of replacing the hub if the blades are OK??

The Hartzell service center in Ohio quoted me a price of $750 to dissasemble  reseal and assemble my prop not counting the hub. Ottosen Propeller in PHX AZ quoted a $1000 labor for the same service.

Wow...guess i got a good deal.


I have all my service done by Rightwing aviation here in ALberta.


These guys are good and very well priced.


I have never paid more than $1500 for an annual unless something needed replaced etc.

beleive it or not it is $60 bucks Canadian!

these guys are woodwing experts. great fabric and paint shop, annual inspections, interiors, panel upgrades, anything you need.


They also do late model mooneys too.

Anyone know a propeller shop in the Saint Louis / Midwest area that does the eddy current inspection for a reasonable price?


I'de prefer some place where you can fly in and have it done.

I do the eddy current test because when I called Hartzell and asked if they would guarantee no future AD's on their new hub if I purchased one.  Hartzell gave me an answer.  Well you can guess.

Nobody can guarantee there will be no future AD's on anything.


About 100 hours after i got my new engine i was hit with a AD on the cylinders. That was another 10 grand i was not expecting to spend. Guess how much the engine supplier paid towards that? You got it zip, zero, zilch!
