N201MKTurbo Posted March 25 Report Posted March 25 I would contact the FSDO about the field approval route. Just send them an email about what you want to do. Try to give them something that could be considered approved data, or a path to get it approved. This will probably include drawings, structural analysis and aerodynamic analysis. You may want to have a conversation with a DER to find out what he would need. A friend of mine got a field approval for a structural mod to a Mooney. He had all the engineering complete before contacting the DER, so all the DER had to do was check his work. This was less than 1 AMU. If you paid the DER to do all the engineering, you would be paying him a lot more.

Or maybe just stir up more fodder for discussion. Two years ago I wrote to Timothy Coons at the address listed in the FAA database to get his permission to use the STC but have gotten no response. Does anybody know if he is still alive? I have spoke with the FAA (VNY FSDO) about 4 years ago about this processes and I'll try to give a quick and dirty summary. 1. Coons (or Mod Works? It could be complicated but it really doesn't matter) owns the STC. 2. You can attempt to have it declared "abandoned" but that only helps the current owners of the STC to perform MX on the STC and keep their A/C airworthy. IT DOES NOT GIVE YOU PERMISSION TO ADD THE STC TO YOUR A/C. 3. You could get written permission from the owner of the STC per FAR 91.403 (d) 4. You could get a field approval, or get your own STC or PMA for the part. Timothy Theodore Coons appears to be alive and well in Florida. Spokeo, WhitePages, Intelius and TruePeople Search list his age as 63. Spokeo and Intelius even list his old email addresses with "@modworks.com" Timothy Theodore Coons, Matlacha, FL (33993) - Spokeo Tim Coons, Age 63 in Matlacha, FL, (941) 204-4102 Timothy T Coons | 60s | World Plaza Ln Ste 1, Fort Myers, FL | Whitepages People Search Tim Coons - Background Report, Location & Phone Number | Intelius He appears to live here.... 11923 Island Ave, Matlacha, FL 33993 - Get Owner Info Here is his LinkedIn page - he has a "Foreign Tax CPA" business". If you belong/have access to LinkedIn you will see that his resume lists that he worked as a "Test Pilot" for 22 years but he has expunged his troubled experience with Mod Works. An "inactive" company means that it still exists in the eyes of the law but that it has no activity taking place. Until the company is dissolved, it will still exist. An inactive company might not "dissolve" because there are claims against it that are unresolved. An inactive company still owns its assets (STC's in this case) until dissolved. FAA lists 35 STC's currently owned by Mod Works and listed as "Current". Tim Coons is listed as the Chairman, Secretary, Treasurer and Agent. Lisa Coons is also listed as a Secretary. @carusoam said "owner has passed". MS discussed last year that Coy Jacobs had passed. But he parted ways with Mod Works and sold control to Coons. Same thing with Bob Meier. Tim Coons wound up owning the business. But has Tim Coons in fact passed? Internet search seems to indicate that he is in his 60's still living in Punta Gorda. @MisfitSELF has a plane where presumably a former owner paid Mod Works for and had installed the Low Profile gear door panels (STC SA00803AT). But he has no paper work to prove it. Mod Works would have been able to confirm and reproduce the specific STC for his plane but they are no longer an active business. However, regardless whether they are "active" or "inactive" they are still a legal entity, (a company) which owns the STC assets. But their historical business records may or may not exist. I don't see how the FAA 8110.120 - Processing Surrendered, Abandoned, and Historical Aircraft Type Certificates is going to actually get you the paperwork approving your installed STC. The company still exists even if it is "inactive". The company has not surrendered any STC's. The owner and heirs seem to exist which stops the "abandonment" process dead in its tracks. If the company still has business records showing your installation that is great but don't be surprised if they are gone. It seems unlikely that Mod Works will release the engineering data or sell the engineering data and STC because if that would have satisfied the creditors they would have done it years ago. - creditors may be blocking any sales. I still talk with Tim Coons. He works with his wife's accounting firm in Punta Gorda. I'll shoot him a text and ask him if I can give his number out.

This sort of thing is not hard to anticipate after a hurricane. If I had left an aircraft there and it was damaged by looters, I would have held the owner "personally" liable.
