The gear actuator/transmission is made by either Dura or Dukes(same Dukes as Mooney). The main difference is that in a Comanche the transmission can be disconnected from the retraction truss under the floor and the gear extended with a handle which is part of the retraction truss.

In a Mooney the manual extension system relies on the same transmission as the electric system uses and the transmission is permanently attached to the retraction truss.

I feel like you really have absolutely no idea what you're talking about.  But I'm not an IA or a mechanic.  

But I have slept in a holiday inn and also I've heard of 337's and STCs.  Have you not?

What paperwork is there?   Were you able to read it?  What did it say?  

IF it was a 337 correctly signed off then it is legal. TC "correctly modified" 

There are all kinds of 337s out there that at first may seem strange but are, non the less, legal.

337s are just that- used for MAJOR REPIARS AND ALTERATIONS

Quite possibly (most probably) there was a DER involved in the modification approval process.  

Those records would be in the aircraft paperwork also.

All the speculation of legality is just that UNTIL we see the paperwork.

BTW IF it is legal via a 337 that 337 could possibly be used as "approved data" for follow on installations in other Mooney aircraft.

The legality or illegality of the mod should only really be the concern of the buyer and seller.  Anyone else wanting to know would have to buy the CD from the FAA.
