Yes, Mooney placed them in different places depending on options. Mine is in the pic.

From the parts manual, it’s correct.  Not to say it couldn’t be relocated though.

Lots of small mods occurred from early to mid 60s...

Panels didn’t go six pack style for a few more years afterwards...

Relocating most things is pretty easy... if the controls are original to the plane... new ones can be Swapped in rather quickly...

PP thoughts only, not a mechanic...

In some ways it's kind of nice having the mixture control up there.  After shut down it reminds you to turn the mags off.  I use to turn my mags off then hang my keys on the pulled mixture handle.
