It looks like the outer "blades" can move, but not any kind of speedbrake I've ever seen (and the listing doesn't call out speedbrakes).  It appears to be painted the same dark metallic blue elsewhere on the plane. Plane has TKS, but don't think you'd put a not-aerodynamic element like that on top of the wing.

It's an old gopro mount. I've got on on the ceiling in my plane.

Thanks.  Probably a GoPro mount based on consensus.  Seems like an odd thing to take a picture of to sell an airplane.

Don’t use heat.  You could change the temperature of the aluminum.  Use a plastic scraper.

It's a GoPro mount of course.  I find that sometimes using dental floss wrapped around and tightened/pulled will separate under the adhesive.  Take if off in the summer when it's been out on the ramp in the sun.  A little 3M Adhesive Remover or GooGone would clean the residue off after removal, then clean and polish area with some WashWaxAll.

+1 that it should come off with dental floss or fishing line if you don't want to keep it.
