That is where the old shock absorber was mounted.  There is a Service Instruction that allows for its removal.  On later models, they didn’t even bother putting the mounting hole on the nose gear.

I think that's the top mount for the shock absorber, which wound up not doing anything so they've been removed from most airplanes.

Looked for a pic of one with it mounted but can't find one at the moment.
