Again, pretty much everything has to meet that, so this isn't unique to or special to this product. Since the ad doesn't specify that it's anything else, my assumption would be that it's nothing more than Part 15. Quote

The typical car chargers are worse than you can imagine - poor designs and no filtering at all. This one was specifically tested in the lab and in aircraft across the radio spectrum used in aviation.
