After downloading the data sheet it looks like this is a complete fixture and bulb.  I think they are just saying the bulb can replaced easily if need, but since it is a led most people would never need to change it.

I thought that, too, but the PDF says existing housing and base.

I went with Aveo Engineering ......and got the three way "PowerBurst"  .... they were a little pricey - I think $400 but they have been amazing!  Just google them....

I'm new to the forum but I have been installing Aveo LED non certified lights using a field approval from my local FSDO. The truth of the matter is the certified vs. non certified are the same just different packaging.

If your close to St.louis I can probably help you.
