That is the air intake for the engine, intended to take advantage of positive pressure to increase Manifold pressure.  We would have to ask a Missile owner if it works.

I hate to burst your bubble , but the back of the prop is the "High pressure" side ,  Don't think on a moving aircraft , it makes any difference , also , Having owned numerous Mooneys with Ram air , The only "increase" is the bypass of the friction loss from the filter...

The idea obviously inspired someone to think about it and try.  It would be cheap free power if it worked.  But I am starting to learn aviation and cheap or free can't coexist.

The M20 vs. P51. The wing is almost exactly the same, but a little bit smaller.

A Long Body + P51 = :)

The length of the cowl really makes the difference.

Al must have had a great day when he penned the scaled version of the P51...

Yes. Absolutely. I believe this is the primary reason for the increase in performance from the LoPresti cowling: prop pressure. I gain between 1 and 2 inches of MP at altitude with the ram air open. 

Also, you should get an engine monitor. I would not have noticed the sudden 5psi drop in oil pressure that led me to inspect the oil filter, where I found metal, and then when the engine was torn down the shop found the main bearing that had spun.
