No you do not have to have an A&P sign off your book. If you would like to take the initiative and record that SB632 does not apply you can.  But every 100hr/annaul, the A&P will pull the MSB/AD/SB and complete/sign off all current inspections.

No "Service Bulletins" are "mandatory" unless you want to do them if you are Part 91. 

 Only Airworthiness Directives are MANDATORY to do when issued (per FAA).

Not to say its not a good idea to look into this one if you had engine work done during that time period but its not "mandatory" by the FAA.
