I'm looking at a an E model with O&N bladders that were installed in 2007.  According to O&Ns website AD 2004-25-04 applies to bladders installed before  Feb. 1998.

 

My advising I.A. says, "NEVER make the assumption that what a business entity says trumps an AD note.  It certainly doesn't.  The only thing that matters is what the FAA says.  I mention this for future reference.  In this case, all seems well.  Except......did anybody sign off AD 25-24-04?  Check the logs and AD listings.  Whether or not an AD is considered accomplished does not obviate the need to have it listed and signed.  It must be listed and signed off for the annual to be legal"

All kits and install instructions shipped from O&N after this date incorporates the changes made by the ad. If there are any questions look under each wing and you can see the winglet in front of the fuel vent on each side. There will also be a hole drilled in the crankcase vent tube as well as some foam padding under the bladders. If I remember correctly the wording that says it is not applicable because it is already incorperated into the kit is found in the manufactures service bulletin which is referenced in the AD.

I've called o&n before and they were very helpful. Ask them for a copy of the service bulletin and see What the exact wording is.

You described the AD to a "T". That is exactly what was done to my bladder installation when the AD came out.

The AD also addressed the fuel caps, as I recall. Part of the AD was to change out the flush caps, but there was a work-around to allow keeping them.

I opted to retain the original fuel caps which have never allowed a drop of water into my tanks. However, I have to do the AMOC which involves checking for water via the fuel drains prior to flight. Since I do this anyway, it is a non-item.
