Wow, $750 for about $50 of non PMA parts. I should have thought of that.

That was my thought as well.    Somebody saw an opportunity and jumped on it.

And exactly how does this get signed off in an certified airplane?

Same way anything else does.

I've been struck how useful it is to have displays replaced in old components. E.g. BMW electroluminescent displays from the 80's-00's. New life in old components! Retro look! Makes sense for the old King gear.

Now I just need a nixie tube watch...

Trouble is the yellow tag, or lack thereof.  Of course, if nothing bad ever happens, nobody would know.

Here's a vid about how to install.  A little more than just plug and play, but nothing difficult.

Down the rabbit hole of TSO you go.    My understanding is the radios are agreed to by the manufacture to a certain specification....  ie the TSO.      With the new display the radio will still comply with the TSO.    I guess you could also go down the FCC regs of who can work on a Transceiver.    But I think Aviation Radios are not really under the FCC regs.

They are under the FCC, but you only need a GROL (general radio operator's license) if you do something that affects the transmitted signal.    Changing the display has nothing to do with the radio transmitter, so it's not an issue.

Any A&P can install or work on a radio (as long as it doesn't affect the transmitted signal), just like any other component in the aircraft.   Really the only thing an A&P can't touch are instruments (other than marking) and propellers (other than servicing, basic dressing and finishing).   An A&P can "supervise" somebody else doing the display installation by inspection afterward, and that is best accomplished with prior coordination.
