The first two digits (27) are probably the country code. The plus sign (+) means you need to dial whatever digits get your phone ready for an international call -- might be zero followed by one. That said the prefix digits are different depending on where you are calling from, and may be different depending on whether you are using a mobile or a land line (if those still exist).
