Mooney made a longer tow bar which was hinged in the middle.  I think it came with the Ovation or newer planes.  It also had a fuel sampler cup attached at the hinge point.

I am looking to make a tow bar which is similar, and which has a fuel sampler attached to save climbing under the wing when it is wet and cold (or just wet). 

Does someone have one who would be willing to send me a picture of how it was designed?

Mine has the hinge and a sliding loop of sheet metal to keep the pieces locked together.  Don't know anything about the fuel cup.

I'm trying John, but still can't seem to help!

Mine is two pieces that telescope together, with a pin to keep it short for stowing or long for towing. It's aftermarket, and had a nice sticker in it, but I got tired of getting rust on my hands and powder coated it. Chief? Maybe on of the other smaller houses, I forget. Haven't seen one that folds, and it seems like it would be hard to sump the tanks with the folded towbar attached to the cup. I just keep a fuel sample cup on the hatrack shelf (along with spare headsets, travel chocks, bungees for control locks and a couple of hats).

Frankly, I have been more than just underwhelmed by the factory's tow bar. I have long thought the Bogert tow bar for the Mooney was by far the best design out there and very light. http://www.aircraftspruce.com/catalog/pspages/bogibars2.php?clickkey=108556
