When it’s indicating take off trim the elevator is almost fully deflected up. My IA says they didn’t touch the trim indicating mechanism during annual. Anyone have any idea what this could be caused by?

They must have disconnected something in the trim system. There are a few places where you can get the front gearbox out of sync with the tail. In most cases, you will lose some trim travel. You need to get it straightened out.

What year is your airplane? What serial number is it?

By saying that the "elevator" is almost full up, can you trim the elevator down  and see the actual elevator move toward a faired position with the stabilizer?

In normal take off trim the elevator is usually pretty close to faired with the stabilizer

As you trim more nose up (airplane) the elevator always moves up in relation to the stabilizer 

Depending on S/N  (69000 and on) the elevator either goes up 10 degrees or 19 degrees in relation to the stabilizer chord line when trimming nose up to help the stabilizer as its nose moves down. 

The exact setting is always checked at 3 1/2 degrees stabilizer LE down in relation to the aircraft centerline .

The numbers are all in the Mooney TCDS  (Type Certificate Data Sheet)

Do you have the elevator trim indicator that mounts on the rear of the nose wheel well just in front of the right seat?

Did they remove the indicator from the nose well to get the right seat out?  If so they might have bent the wires driving the indicator needle.

You really should have this checked before you fly.  Remember, (little known fact) a Mooney will not leave the ground if the trim is in the full down position. Full up elevator will not raise the nose. 

It will run off the end of the runway as has been demonstrated several times in years past.  Your takeoff trim setting is vital. 

To check it correctly the airplane has to go on jacks and be leveled fore and aft and then the correct travel board is needed to set the 

proper angles. No other way will be correct.

Yes the elevator still moves up and down with trim adjustment. I will get this issue resolved before I fly again.
