At the Georgetown fly in a gentleman with an M20C was complaining of hot chts , as I was inspecting his airplane , I noticed he had no linkage to the cowl flaps , and was setting them manually (fixed) ... He has the ATI cowl closure , Is this part of the STC , or is this really screwed up???? I have never seen a short body Mooney with fixed cowl flaps....

This is really screwed up. None of the "C" models came with fixed cowl flaps.

My '74 C model came from the factory with fixed cowl flaps.

Personally, I like them that way. One less thing to worry about. My temps have never been a problem, even on oppressively hot Georgia days.

Some Mooney folks like to bash the so-calked Butler Mooneys, but they incorporated many of the fixes and simplifications found on the 201s. I really like mine as compared to the older ones I'm acquainted with.

I'm not sure about other years, but I thought C's with throttle quadrants had fixed cowl-flaps?

According to that list, there are C models with fixed cowl flaps, but not the throttle quadrant. I've never come across one, but I don't doubt they exist.

Anyone have first hand knowledge?

Yes. I think that all 1968 C models have fixed cowl flaps and push/pull engine controls. We shared a community hangar with one back in the 80s. We own a 1965 C model, so I was able to make a detailed comparison of the differences.
