Make sure the actuator worm gear is lubricated. Check the voltage at the motor itself when going up. An oxidized connector or limit switch can impair current flow.

Turn out to be a bad flaps switch, a good thing I wasn't doing touch and gos, I might have tried to take off with full flaps ( I was doing full stops and taxi backs).

I have noticed that when it is very cold, 10 degrees Fahrenheit , they extend very slowly. Any ideas?

I would go with lubrication as mention above
