I would contact the FSDO about the field approval route. Just send them an email about what you want to do. Try to give them something that could be considered approved data, or a path to get it approved. This will probably include drawings, structural analysis and aerodynamic analysis. You may want to have a conversation with a DER to find out what he would need. A friend of mine got a field approval for a structural mod to a Mooney. He had all the engineering complete before contacting the DER, so all the DER had to do was check his work. This was less than 1 AMU. If you paid the DER to do all the engineering, you would be paying him a lot more.

I have spoke with the FAA (VNY FSDO) about 4 years ago about this processes and I'll try to give a quick and dirty summary. 

1.  Coons (or Mod Works?  It could be complicated but it really doesn't matter) owns the STC. 
2.  You can attempt to have it declared "abandoned" but that only helps the current owners of the STC to perform MX on the STC and keep their A/C airworthy.  IT DOES NOT GIVE YOU PERMISSION TO ADD THE STC TO YOUR A/C.
3.  You could get written permission from the owner of the STC per FAR 91.403 (d)
4.  You could get a field approval, or get your own STC or PMA for the part.

Timothy Theodore Coons appears to be alive and well in Florida.  Spokeo, WhitePages, Intelius and TruePeople Search list his age as 63.  Spokeo and Intelius even list his old email addresses with "@modworks.com"

Here is his LinkedIn page  - he has a "Foreign Tax CPA" business".  If you belong/have access to LinkedIn you will see that his resume lists that he worked as a "Test Pilot" for 22 years but he has expunged his troubled experience with Mod Works.
