The owner/operator is responsible for the W&B but the IA that last annualed the plane should have gone through the logs and the W&B. (It takes an A&P to sign off on any changes to the W&B and that includes correcting old errors. 

Most of us would re-weight our plane only as a last resort. Most planes gain some weight over the years and weighing the plane and changing the W&B to reflect dirt, paint, etc. will cost useful load. (Our E models have a 2575# max weight weight. But we have the same wing, the same gear, and essentially the same engine as the F and J models whose max is 2740#.)

  

Morning Bob. I'm located in Frisco, Texas. I filled out some information in my profile! I'm going to send this sheet that the last mechanic attached and then I'm gonna send him what I typed up and calculated as well. Hopefully this will help in correcting almost 2 decades worth of an error

Tahir, you probably know, but in case, you're a short flight over to KGGG, Longview TX where one of the best Mooney specific shops in the world operates. If your new plane hasn't been annualed by someone like Don you might want to have him go over the plane.

Just to echo what @Bob_Belville said. You're in one of the best places in the country for quality Mooney shops. Maxwell is the Oracle of Mooney mechanics and has forgotten more about Mooneys than most Mooney shops will ever know. It's a quick flight from where you are to KGGG and easy to ask for a ride back.

If you go south, you've got probably the best up and coming Mooney shop in the country with SWTA run by JD and Laura Casteel. They are in Smithville, (84R) just east of Austin. It's also easy to get a ride home from there. Five years ago, SWTA was where you went if you couldn't get into Maxwell's shop. Now many of those customers have never gone back to Maxwell and have become regular customers. And like Maxwell's, SWTA now has regular customers from as far away as Florida, Colorado, and SoCal. 

With those two shops in your area, I would be sure to take advantage of that available expertise. You might also find the costs quite a bit cheaper as these shops have seen so many Mooneys, they spend much less time troubleshooting and get right to the fix.

There are great Mooney shops other places around the country. But not quite the concentration that you have in Texas.

I really appreciate the insight on the shops. I knew about Maxwell but not SWTA. As I said earlier, this is my first airplane and first Mooney so I am ALL ears whenever you guys have some information/tips to pass on. I'm here to learn and I appreciate all the help!
