Does anyone know how and if you can adjust the frequency at which the strobes on the wing tips flash. I have one that flash 3 times and the other wing tip blinks 1 time....

How could I adjust that?

If they are Whelen units, then it depends on the power pack - the single flash unit is likely very old, and the triple flash is one of the Comet Flash units.  The frequency is also in the power pack, but you can connect a sync line between them.

It sounds like you have a Whelen TCF comet flash strobe power supply in one wing and either the Hoskins or the plain Whelen in the other. We have that setup, One side triple flashes and one blinks once.  They not only don't match, but the frequency is different too.

My Whelen power pack gives two options for each wing tip strobe. 3 Flashes in succession or a single flash. I just have to move the plug to which ever option I like.

As anal retentive as the FAA is about lumens and viewing angles on certified lights to prevent drop in led bulbs, I'm surprised this doesn't keep them up at night.

See... that's what makes me wonder about these:

Do those really meet the brightness and duration requirements (if any) the FAA has? I have no doubt they drop right in... making a widget that plugs into a standard base should be a no brainer. But once on, are they accepted as strobes?

Thanks everyone I am going out to the hanger today and dropping those panels to see if I have a plug to change to increase the freq of that one strobe. If not I will just have to deal with the difference in the blink.

I don't know the answer to that question, but I know there are specific criteria for viewing angles that relate to the bulbs.

You probably have he Hoskins power units. The rate partially depends on the condition of the bulbs. As they get old they will slow down. Try swapping the strobe tubes between the two sides and see if the problem switches sides. It may actually be easier to swap power units between the two sides.

PM me and we can discuss your repair options. And costs.
