Why not just have some made localy out of mild steel?  My local CNC guy has fabricated larger pieces for me with 90° bends and precise drilled bolt hole patterns for >$150.  I betting you could have identical plates made for <$200 each..

I just saw this morning that HangaRatz has drawing files for hold down plates he’ll send you for free that you can find someone locally to jet or laser cut for you. (1:50 in the video)

Interesting he says is not a "plane downer" but in this case it could have been.

If they found 2 plugged drain holes there are probably more. Over the past 20 years whoever resealed/repaired the tanks was sloppy.  Plane Care may have missed some. You need a Mooney expert that knows where all the drain holes are. 

It seems that the Mooney expert is the hardest part to source at this point.  The SB looks pretty comprehensive though, not much left to the imagination it appears.

3/16" I think.
