Please excuse my ignorance, I believe it's the intake tube (at least know it's not the exhaust) that is leaking. This is the #2 cylinder and what you're seeing is after a run up post oil change. 

1-Have I diagnosed it correctly?

2-Anything I can fix on my own?

3-Should I be taking it to the mechanic ASAP or wait for annual in August?

That’s relatively common.  There’s a gasket up there between the tube and the cylinder which might help.  Until you know your engine and what’s normal, Id have a mechanic look at it and see if it can be fixed because it could also be from a leaking injector on top of the cylinder and leaking/blowing down.  #3 on my F refused to stop spitting out some fuel at the intake gasket though and eventually my mechanic told me it’s not a big deal if it doesn’t change. I really didn’t like thinking about fuel spraying on my hot engine though…

The gasket goes bad after exposure over time .

You should have a adel clamp around the duct and and intake tube so you don’t wear a hole in the duct.

 

I see all kinds of cheap China duct work.

There are some Mooney shops that don’t install in this manner.

If you continue to use the same gasket material, your problem will continue.

Do you have a PMA for those magneto base gaskets? It’s a little concerning the usage of a rubber gasket underneath of a magneto.
