As my 5 yr renovation project is winding down I was wondering if anyone has refinished their wheels/rim. What are they made of? Aluminum?  Magnesium? Was thinking about blasting the wheels,alodining and painting. Any suggestions or recommedations?

Depends on year.  based on your S/N of 311 the mains are 40-24s which are Aluminum and the nose is a 40-33 which is no longer listed, but appears to be Magnesium. Plastic media bead blasting would work as would walnut shell media.  The wheels should have data plates with p/ns.

I have cleaned and painted Cleveland wheels more times than I can count. I always glass bead blast them. It doesn’t hurt them, unless you are talking about the plating. Most are cad plated. The plating will come off if bead blasting them. So, you will have to decide if you want to save the plating, or paint them. I always paint them. I had great results priming them with zinc chromate. You cannot get it anymore. I haven’t found anything that works nearly as well. I have tried magnesium conversion coating and then etching primer and I still get filliform corrosion under the top coat. I would suggest bead blasting them, cleaning them with solvent, and don’t touch them with any water. Then paint them with the recommended paint.
